California departments can contract with us directly.
Government Code §14838.5 and §14838.7 let a state department skip the advertised solicitation for purchases in a defined range, provided it collects quotes from two certified businesses. We are one of them.

Ceiling
Covers goods, services, and information technology. Splitting a requirement to fit is not permitted.
Quotes required
The department obtains quotes from a minimum of two certified small businesses or two certified DVBEs.
Advertising required
DGS estimates the Option can save roughly 90 days against a competitive solicitation.
If your software requirement falls in that range and you need a second certified DVBE quote, we can provide one. California DVBE certification ID 2053715, current through July 2028.

Under the Department of Justice rule implementing Title II of the ADA, public entities serving populations of 50,000 or more must bring web content and mobile apps to WCAG 2.1 Level AA by April 26, 2027. Smaller entities and special districts have until April 26, 2028. Every California city, county, and state agency is working against one of those two dates.

Anchor Ridge transacts through Carahsoft Technology Corp, the largest software distributor in the public sector market, where we hold an active reseller account cleared to place orders. Licensing, fulfillment, and manufacturer support run on that infrastructure — so a single-owner business is not a single point of failure on delivery.
Anchor Ridge does not provide IT services, cybersecurity services, systems integration, or consulting, and does not pursue Department of Defense contracts. These are standing scope limitations rather than capacity constraints.
